CALIFORNIANS, Call Senator Boxer Today


California Cycling Friends --

Your Senator -- the Honorable Barbara Boxer -- is meeting with U.S. House leaders TODAY to decide the fate of biking and walking programs in Congress.

Will you call Senator Boxer at one of her district offices today and ask her to save local control of federal dollars for biking and walking?

Over the last few years, we?ve seen a few Members of Congress try to block funding for biking and walking again and again. People all over the country have sent emails, made phone calls, and organized events to ensure that Congress protect the funds that make our streets safer and more accessible to everyone.

So far, we have been successful at protecting the federal investments for cycling and walking that make streets safer and more accessible in our communities.

The bipartisan Cardin-Cochran agreement in the Senate transportation bill would ensure that local governments can access 1-2% of federal transportation dollars for local projects.


Local officials, who govern closest to the communities they serve, need an opportunity to guide funding for local projects such as biking and walking improvements. It is essential that biking and walking programs not include a state opt-out provision. When the state controls all funding, small, local projects fall between the cracks and local officials lose the opportunity to use transportation funds to address local transportation needs.


Will Senator Boxer preserve the bipartisan Cardin-Cochran agreement and ensure that Transportation Alternatives not allow states to opt-out of local control?

One lucky bidder will win a single-track bike adventure for two: Colorado Backcountry Biker (CBB) has offered up space for two people on their Dominguez Trip. Bid on this trip during Adventure Cycling's first annual Summer Cycling Auction.

With an opening bid of $350, this epic bike trip for two includes food and drinks, two nights in cozy backcountry huts and an additional night at the exclusive Gateway Canyons Resort.

"You'll meet CBB owner Kevin Godar, "The Hut Guy," at 7 a.m. for pre-trip orientation before hitting the Smith Point Trail, a single track gem which winds through the Dominguez Canyon. Alaska: Night Ride in the Light of the Midnight Sun


The photo above is of the moon over Denali, aka Mount McKinley, taken on the summer solstice of a previous year (as you probably know, the 2012 summer solstice happens tomorrow!) Wow. This week's Bike Overnight concerns a ride in the national park encompassing Denali; a ride made during the light of the night in the Land of the Midnight Sun.

Kate Batten, a contributing author writes, "I have done this solstice ride for the past four years and can think of no better way to stay up and enjoy the 'longest day' in this beautiful part of the world. There's perhaps no better time to ride the Denali National Park Road than on solstice night -- when the buses stop running for the evening, you have the road to yourself ... well, there will probably be other riders and some wildlife!

"We take the last bus of the day in to Wonder Lake, mile 85, and ride through the night back out to the park entrance. We start riding at about 9 p.m. and watch the sun set -- and then watch it rise again just three hours later, with dusky light illuminating the ride in between. In the past few years while doing this ride we have seen grizzlies, wolves, moose, caribou, Dall sheep, and numerous bird species."

According to the national park's website, "Denali, the 'High One,' is the name that the Athabascan native people gave the massive peak that crowns the 600-mile-long Alaska Range. ... More than 650 species of flowering plants as well as many species of mosses, lichens, fungi, algae, and other flora grace the slopes and valleys of Denali. Only plants adapted to long, cold winters and short growing seasons can survive in this subarctic wilderness. Permafrost ground underlies many areas of the park, where only a thin layer of topsoil is available to support life."

Bike shop?s and poor customer service!

I wonder how many cyclist have felt the same way as I do about entering a bike shop the feeling that they do not want you there or the view you as an other idiot that has not got a clue, well at least the impression that I get when walk into some of the bike shops. I remember when I was looking for my second road bike I went to Evans cycles as they let you have a quick ride for a one pound deposit taken of your credit card, I was greeted by a young girl that was no more than 4 years old or at least she had about that amount of knowledge about bikes, this was totally of putting she had to keep on asking a senor sales assistant if the bikes that I was interested in were in stock you would have thought she would have known or at least be able to use the shops computer to find out. The 2nd bike shop I went to never had no time and thought I had only come there to waste there time at least that?s the impression I got. The third shop was more than helpful, I stood there talking to a friendly assistant that knew quite a lot about bikes they had in stock and asked me what I was going to use the bike for and went about explaining about the advantage of a stiff of bottom brackets, and what groupset would be best at the budget I had in mind etc. Guess from whom I brought my bike from ?Exactly? it called customer service.

Good News in Vancouver, Bad News in DC

Greetings from Vancouver, British Columbia and Velo-City 2012, the international conference focused on all things bicycling, from urban bike facilities to bike touring. There is amazing energy here, and all across the world (literally), biking is booming. Biking is popular for transportation and recreation. It's in demand in big cities and small towns. It's getting significant support from national and local governments.

So early this morning, on a conference call with my colleagues at America Bikes -- the national coalition working for better policies and resources at the federal level in the U.S. -- it was truly disappointing to examine the apparently final new federal transportation bill which will be voted on by Congress as early as tomorrow.

Below, I've pasted the America Bikes statement regarding the bill, but in brief, it's a very bad bill. It will cut investments in biking and walking as much as 60-70%. In some states, which choose to opt-out of biking and walking programs, the bill could mean eliminating 100% of all federal investments. That would mean zero or very limited investment in safer bike lanes, paths, and safer routes to school for millions of kids, and more dangerous streets in general.

If this bill is passed and signed into law (as seems likely), America's cycling groups will have to work harder than ever at the state and local levels to improve cycling conditions.

We appreciate everything everyone has done to maintain any support for cycling at the national level (it helped stave off complete elimination of any national bike/walk program). While this outcome seems bleak, I can assure you, based on my experience here at Velo-City and my experience traveling around the country -- meeting thousands of people and hundreds of groups pushing for better cycling -- that we in the American cycling community, along with our many partners, shall overcome this obstacle and we shall continue to make bicycling an even more vital part of the U.S. transportation and recreation systems.

AMERICA BIKES STATEMENT ON FEDERAL TRANSPORTATION BILL 
June 28, 2012 

 The America Bikes coalition -- representing the nation?s leading bicycling and walking groups -- and the Safe Routes to School National Partnership oppose the new transportation bill, which would nationally cut funding for biking and walking projects by 60 to 70 percent.

We are deeply concerned that bicycling and walking programs suffer large and disproportionate cuts in funding in the new bill. Programs that save lives and dollars are eliminated.

The full extent of cuts to biking and walking funding will be determined at the state level and may be even deeper. We will continue to work in states and local communities to support safe, accessible streets.

The new transportation bill is a bad bill for biking and walking.
This bill:

Cuts available biking and walking funds by 60 to 70 percent. Biking and walking programs are combined into a single program, Transportation Alternatives, with drastically reduced funding.

Eliminates dedicated Safe Routes to School funding. The bill eliminates dedicated funding for the massively popular and cost-effective Safe Routes to School program, which helps make walking and biking to school safer for millions of American schoolchildren.

Weakens local control. The new transportation bill allows states to opt-out of half of the funds potentially available for small-scale biking and walking projects. Whereas the bi-partisan Senate bill allowed local governments and planning entities to compete for 1% of transportation funds, the new bill allows states to opt-out of the local grant program completely.

Makes biking and walking compete with new, expensive eligibilities. Eligibilities such as road uses and environmental mitigation have been added to Transportation Alternatives, making it harder for local communities to compete for funding for local biking and walking projects.

This two-year bill represents a major step backwards in transportation policy for transportation choices and healthy physical activity. Despite this temporary setback in national policy, bicycling and walking will continue to grow and gain support, and Americans will continue to demand safer, more accessible streets and communities. Going forward, biking and walking will return to a central place in America?s transportation policies and programs.

How to Read Adventure Cycling Maps Video


Back in the day when Tom Robertson was a staff cartographer here at Adventure Cycling, every spring he would organize a Map Reading Clinic for staff, especially helpful for those fielding phone calls and greeting cyclists. These were informative gatherings that allowed him to review what symbols meant, how to read the narratives, how to use point to point mileages, and highlight anything new since the prior year.

When Tom decided it was time to leave us and start a new phase in his career, we convinced him to record the clinic on video before making his departure. We had him do this in the hope we could post it on the website for cyclists benefit. Unfortunately, that video ran long -- really long in today's terms -- right around the 25 minute mark. The video went on the shelf due to a lack of time to edit it down to a manageable length.

Cue Media Department, Spring 2012 ...

Winona Bateman, Adventure Cycling Media Director, added a line in her 2012 budget to bring this project back to the forefront. Yippee! Though there was some good material in Tom's video, the last few years have included a number of changes in features and symbolization on the maps leaving the content a little stale. Winona asked me to review Tom's original clinic script and point out the most pertinent details and add changes where necessary.

Meanwhile she made contact with Michelle and Ryan at America ByCycle -- bicycle traveling friends and journalists turned videographer duo -- whom she'd already had experience working with on some other video projects. They are avid users of our maps and were psyched to give them the royal treatment.

The four of us chatted multiple times about the material and how to get everything in there in a coherent, fun way in under 10 minutes. Winona and I reviewed first cuts, offered feedback and watched in awe as Ryan and Michelle took it all in stride, producing a terrific, 8:41 video packed with information in an articulate yet entertaining fashion.

Feedback from staff so far has been "two thumbs up." Julie Huck, Adventure Cycling Membership Director says, "What a fun and quick way to find out all the details about our maps! "

It's about time for a refresher course on the U.S. Bicycle Route System

Background: The U.S. Bicycle Route System is an emerging national network of bicycle routes that are of national or regional significance. Routes in the network provide important links to cities, towns, transportation hubs, and scenic, cultural, and historic destinations. They are continuous, crossing state and, maybe in the future, international borders. These routes are on roads, trails, city streets and offer facilities that are suitable for bicycle travel. And the routes often follow historic or scenic corridors -- such as a coastline, a river valley, a lake shore or a historic road, like Route 66

U.S. Bicycle Routes (USBR) are nominated for numbered designation by State Departments of Transportation (DOTs) and are catalogued by the American Association of State Highway and Transportation Officials (AASHTO) through the committee on U.S. Route Numbering -- the same committee that assigns route numbers to the U.S. highway and interstate system. 


The first routes in the system were designated in 1982, followed by a long, stagnant period (try 29 years!) Read more about the history of the network or check out the original U.S. Bike Routes 101 post for more information. In May 2011, eight new U.S. Bike Routes were designated followed by two more in 2012. The recent activity occurred after AASHTO reinvigorated planning through the formation of the U.S. Bicycle Routes Task Force - of which Adventure Cycling provided staff support. The Task Force developed the national Corridor Plan (seen above) -- a visionary plan that states and their local partners can use to implement interstate bicycle routes. Corridors are not routes, but are desired lines where a bike route might exist or be developed over time. The corridor plan is not an end-all, but a plan for talking about opportunities. The plan changes, with corridors being added, shifted or removed based upon state and local interests.


Implementation: In order for U.S. Bike Routes to be designated, a number of stakeholders need to be involved, including the bicycle community, state and local agencies and organizations. There are a number of steps that happen in the implementation process, including gaining agreements from all the agencies and organizations that own the facilities on which the route travels (beyond the typical, these might include bridges, ferries, federal lands, etc). Sometimes state DOTs rely heavily on the bicycling and trail community to develop the routes; sometimes DOTs use their own staff and resources; and then there are those cases when multiple organizations and agencies are involved in a team or committee approach. There is no right way, but there are suggested guidelines on what makes a good bicycle travel route. Some states develop criteria to help with route development. Which criteria the state uses are not prescribed by AASHTO, however, there is a purpose and policy on the development of U.S. Bicycle Routes, which the DOT agrees to follow as part of the application for numbered designation. Adventure Cycling provides technical assistance to the route implementors and coordinates communication between states and other stakeholders. We also manage updates to the corridor map and liaison with AASHTO staff and the Task Force when questions or promotional opportunities arise. 


Promotion: After route designation is granted by AASHTO, the DOTs are expected to map and promote the routes, either through conventional highway maps, state bike maps or online maps. These maps may also be contracted out for production by bicycle organizations or might be provided by volunteers

Transportation agencies and local governments may also sign the routes with the official M1-9 sign (although this isn't required by AASHTO, it is strongly encouraged). The original USBR sign, the black on white version shown at the top of this post, was recently updated to the green-on-white version shown here. Though either sign works, the green version stays in the same color family as state bike route signs and it also indicates that the route is a U.S. route, vs. one of a local or regional level.

Next Steps: What lies ahead for the U.S. Bicycle Route System? Plenty. With over forty states involved at some level with implementation or promotion, Adventure Cycling staff have our hands full. There are now eleven routes in ten states: USBR 1 in ME, NH, VA & NC; USBR 20 & 35 in MI, USBR 76 in VA, KY, & IL; a portion of USBR 45 in MN and USBRs 97, 95, 8, 108, 208 and 87 in AK. We continue to provide assistance to states as they plan routes and work through the collaboration process. In order to keep assisting states in the best capacity, we've determined a best practices guide, which will highlight models of implementation and promotion that have been successful. This guide will be developed over the next year. It will be on-line and will be updated as more states get involved. We're very excited to begin the process of pulling together what will be an incredible resource. Stay tuned!

Addison Lee Offices Die-in ?pictures?

It would like to start this as it was a warm spring evening, but in fact it was a cold and wet spring evening as a couple of hundred cyclists turned out on the door step of Addison Lees office in central London.�It was a pleasant affair with cyclist lying on the cold wet tarmac to demonstrate a point of cyclist been knocked down not necessary by Addison Lee drivers, shortly after that the word went around that John Griffin was at the office and will come out to have a few words with us. Needless to say he did not have much to say I what he said could not be heard by every one. He was saying he cares for cyclist safety, that?s why he would like to see compulsory training scheme for cyclist blah blah, he went on to offer the cyclist present leaflets about the caring Addison Lee drivers cyclist awareness ?Please? Urban bike culture on view at Bicycle Film Festival

The Bicycle Film Festival rolls out for a three-day run in New York City on Friday, reminding us that Seattle isn't included among the 25 international locations for the 2012 edition. Cycling fans in those festival cities will get to enjoy a slice of bicycling culture from the Pacific Northwest in a piece on Seattle Bike Polo entitled, "Hit 'Em in the Mouth."
